Provides explanation and analysis of state and local public finance practices and problems. Topics include public goods and externalities, benefit-cost analysis, organization of sub-national governments, the budget process and state and local revenues and expenditures. Prerequisite(s): (ECN 150 or ECN 1500) or (ECN 201 or ECN 2010) or (ECN 210 or ECN 2100), with a minimum grade of 2.0.
